Does the Township have recycling?

Yes. The Recycling Center is located in the parking lot of the old Fire Station, located at 14921 Chillicothe Road.

The Recycling Center has different containers for various recyclable materials. The green container is for glass, any plastics, and metal cans. The yellow and green containers are for newspapers and magazines only and the tan containers are for cardboard only. There are also two container for clothing drop-off, sponsored by Special Olympics.

When dropping materials off to be recycled, please be neat. If any of the dumpsters are full, it would be greatly appreciated if you could return at another time with your items.

The Township offers monthly used motor oil recycling, from May through October, on the first Saturday of each month, from 8:00 until 10:00 a.m. The Maintenance Department will be available to collect used motor oil. This collection is limited to Russell Township residents only and there is a limit of 5 gallons per resident.

The Geauga-Trumbull Solid Waste Management District holds annual planned Environmental Collection Events at the Geauga County Engineer's yard each spring. The Geauga-Trumbull Seasonal Household Hazardous Waste Recycling Facility,located at 5138 Enterprise Boulevard, Warren, Ohio is open from May through September. In May, June, July, and August, the facility is open one Saturday a month. A listing of those dates will be posted in the spring of each year. Household hazardous waste such as paint, oil, anti-freeze, batteries, and propane tanks, as well as computer equipment are accepted at the seasonal facility from May through September. Does Russell Township provide Rubbish and Garbage Pick Up Service?

The Township does not provide Rubbish and Garbage Pick Up Service. You must contract with a private company. These companies are listed in the telephone book.

How can I have the road side ditch cleaned out?

You should call the Russell Road Department at 338-5309, unless:

  • You live on State Routes 87 or 306, then you should call the Ohio Department of Transportation at 440-834-4441.

  • You live on Caves Road, Fairmount Road, Hemlock Road, Hemlock Point Road or Sperry Road, then you should call the Geauga County Engineer's Office at 440-564-7131, x-6300.

  • You live on a private road, then the responsibility is with the owner(s).

Can I put tile in the road side ditch located in front of my property?

If you want to place tile in a road side ditch you need to call the Russell Township Road Department at 440-338-5309 to get an application for a ditch tiling permit, and have the proposed area for tiling inspected by the Russell Road Superintendent. There is no charge for the permit. After you install the tile, it becomes your responsibility to keep the tile cleaned out so the water will flow through it.

Does Russell Township provide pick up for disposal of Christmas Trees?

No. The disposal of Christmas trees is up to the individual.

If I want to construct a building, addition, shed, etc. what permits do I need from the Township?

If you are going to do any above ground construction on your property you will need a zoning permit. Click here to obtain this permit and more information online. You may also obtain permit forms from the Zoning Inspector at the Zoning Office located at 8501 Kinsman Road. After you have been issued a zoning permit you will need a building permit from Geauga County. If you need further information, call the Zoning Department: (440) 338-5811.

Does Russell Township have ordinances?

No, the Township Board of Trustees has no authority to pass ordinances. As an arm of State Government, townships have been given authority to act on resolutions.

Can I have open burning on my property?

Open burning is prohibited by State Law unless a permit is granted by the O.E.P.A. The application for these permits can be obtained at the Russell Fire Station and then mailed to the E.P.A.

Is there personal income tax in Russell Township?

No.

Can a Russell Township Trustee perform a civil marriage ceremony?

A Russell Township Trustee does not have that authority.

Is the Russell Town Hall available for use?

Yes, the Russell Town Hall can be used as long as the following criteria are met:

POLICY ON USE: The Russell Town Hall shall be available for use by community based non-profit organizations or similar functions. Commercial or business use, or use for any sales or promotional purposes shall not be permitted. The Russell Township Trustees may require applicants for use of the Town Hall to show evidence of their non-profit status.

FEES: Any qualified organization or group may use the Russell Town Hall once per month without payment or fee. Use in excess of one (1) time in any calendar month shall require the payment of a $25.00 fee per additional use. The Trustees may waive the additional fee requirement for use by other
government agencies for official functions.

SCHEDULE FOR USE: The application for reservation of the Town Hall must be made two (2) weeks before the scheduled date of use. You must obtain an application from the Fiscal Officer's office. The Board of Trustees must approve the use. This request may be waived by the Trustees upon showing of good cause.

CARE OF PREMISES: Users of the Russell Town Hall are responsible for the proper care of the Town Hall premises. The Russell Town Hall is an historic building and there shall be no attachments of any posters or papers to any of the walls or woodwork by means of tape, pins or any other fastening device. If food is served at the Town Hall, it must be removed and the premises cleaned immediately after the event.

Who do I contact to use the pavilion at the West Geauga Commons?

The West Geauga Community Joint Recreation District has charge of the West Geauga Commons facilities. There is a $50 charge which is refundable to residents of the West Geauga School District if there is no damage. The person in charge of scheduling athletic events and pavilion use is Linda Palchick at 440-729-7062.

Does my street have natural gas?

You need to contact the East Ohio Gas Co which services Russell Township.

What is the emergency number for East Ohio Gas?

An emergency is if you smell gas, have a gas leak or gas fire. Immediately call 911 and ask for the Fire Dept. They will have the proper people come to your house.

Can I have farm animals?

Farm animals are generally an agricultural use and exempt from Township Zoning, unless the property is located in a platted subdivision where certain zoning regulations apply.
